Winter averaging will be used to determine the usage upon which the following rates will be based. The winter averaging formula is as follows:
From and after the effective date of this section, the monthly charges for wastewater service shall be based on a winter averaging of water usage during the 4-month period of October, November, December, and January each year, dropping the highest volume month and calculating the average on the remaining three months, to become effective and applied to each account with the March billing for February usage. The winter averaging method will be applied only to residential accounts that are separately metered as such.
Apartment complexes with master meters, commercial businesses, places of worship, and schools will be billed for wastewater service based upon actual water used for each billing cycle. New residential customers will have their initial wastewater charge set using an average basis as determined by the city secretary. A water consumption figure may be changed if the city secretary can determine that a leak occurred during any of the 4 months which is being used to determine the average. The water consumption for the month in which the leak occurred may be changed to read whichever is a greater consumption of the other 4 months (October, November, December, January).
